J. Carlos is a Chilean lawyer, with experience in the field of human rights and information and communication technology. Currently in charge of coordinating the research and public policy team at Derechos Digitales, a non governmental organisation based in Santiago, Chile, which aims to defend and promote human rights on the Internet from a Latin American perspective.
